Overview

This patch resolves several issues with Parcel Builder Version 3, and provides significant performance improvements to several tools, including the Parcel Builder Workflow tool and the Transfer Point Values to Polygons tool. A list of revisions included in this patch is shown below.


Installation Instructions

Parcel Builder Version 3 must already be installed on your computer, and the user installing this patch must have administrative privileges. To install, click on UpdateV3Patch1.exe and follow the instructions.


List of Changes

Parcel Builder Version 3 Patch 1 includes the following enhancements and fixes.


Parcel Builder Administrator Changes

When an editable field (i.e. Acreage, Ag, Notes, etc.) in the Parcel Builder Administrator interface was updated on a parcel that was currently linked to the map, the label class value for the corresponding parcel point feature class was set to 0. This has been fixed to leave the label class value unchanged.

After creating a new block within the tree view, the Task Type combo box located within the Create Task tab was initially empty.

Problems with tabbing between input boxes within the Maintenance screen have been resolved. Previously, once the user clicked on the combo boxes for point type and scale, those boxes would retain focus, and the user could no longer tab to different Maintenance input boxes.

A number of revisions have been made to improve the synchronization between the Maintenance, Genealogy, and Create Task tabs, so that actions taken in one tab are more quickly reflected in other parts of the application.

Listener

Settings file

Listener settings for a given map document will now be stored in the same directory as the map document. The settings file will have the same name as the map document, but with the extension .pbls. For example, if the map document's name and location is C:\Maps\MapFile.mxd, the Listener settings will be stored in the file C:\Maps\MapFile.pbls. Listener settings can therefore now differ by map document.

In addition, settings were previously stored in a file named PBAListenerSettings.txt. If the Listener tool cannot find the associated .pbls file for a map document, it will read settings from the existing PBAListenerSettings.txt file, and then create a new .pbls file. Users will not need to reestablish their existing Listener settings.

Other Listener changes

Listener no longer resets its dropdown values when the user changes between data view and layout view.

Listener previously gave an error when placing points if the point feature class was outside of a feature dataset.

Read-Only Licenses

Read-only licenses are now available for Parcel Builder Administrator. There are separate licenses for Administrator with genealogy and Administrator without genealogy. Following is a description of the functionality of the read-only licenses.

Administrator Read-Only (without Genealogy Extension)

The user can view Administrator information, but the Genealogy tab and Attachment functionality are grayed out. The user can also use the Listener tool to select parcels and navigate between Administrator and ArcMap, but cannot use Listener to link and unlink parcels. The user cannot edit any Administrator tables, nor configure Administrator.

Administrator Read-Only (with Read-Only Genealogy Extension)

The user can view all Administrator information, including Genealogy and Attachments. The user can also use the Listener tool to select parcels and navigate between Administrator and ArcMap, but cannot use Listener to link and unlink parcels. The user cannot edit any Administrator tables, nor configure Administrator.


Parcel Builder MapEditor Changes

Parcel Builder Workflow

A revised method is used to identify available ArcMap tools when creating a process step. Parcel Builder Workflow will now automatically display any additional ESRI tools added via service packs, as well as any custom ArcMap tools implemented as DLLs.

Workflow has been revised to fix a program name problem that could, in certain circumstances, prevent the user from compiling custom VBA code within ArcMap. (If you have experienced this problem, install Parcel Builder Version 3 Patch 1. Then, in ArcMap, open the Customize Dialog and click on the Options tab, and click the "Update ArcID module" button. The ambiguous name issue for Parcel Builder Workflow will be resolved).

Link PIN to Polygon & Transfer Point Values to Polygon

These tools have been revised to work significantly faster.

Revised progress menus have been added to allow the user to view the tool's progress, both while matching points to polygons and while transferring values.

These tools may also be cancelled during operation. Previously an error could result if these tools were interrupted by a user cancel or mouse-click during the Spatial Join process.

Find Polygons with Multiple Points

This tool has been revised to work significantly faster, and can now be run inside or outside of an edit session.

A revised progress menu has also been added to allow the user to view the tool's progress.

The tool may also be cancelled during operation. Previously an error could result if the tool was interrupted by a user cancel or mouse-click during the Spatial Join process.

The results form will now stay open, allowing the user to continue with other ArcMap operations.

Tools that require the user to save current edits.

Several tools require the user to save current edits before they can be used. These tools have been revised so that if the user clicks 'Yes' on the message box, the tools will automatically save the current edits and continue. These tools are:

Create Tag Layer
Check Tag Topology
Link PIN to Polygon
Transfer Point Values to Polygon

Shapefile support

Several Parcel Builder tools have been revised to support shapefiles:

Find Polygons with Multiple Points
Link PIN to Polygon
Transfer Point Values to Polygon

ArcIdentifier & Measure Angle Between 2 Lines

In certain circumstances these tools would not work on visible lines or polygon boundaries. This generally occurred because the lines were blocked by other features that were not visible on the map, such as features within group layers where the entire group was set as invisible, or polygon features that had been set to be transparent.

Cul-De-Sac Using Cursor, Copy Parallel Using Cursor, and Copy Parallel with Tags

In certain cases these tool would give an error message due to invalid parameters or geometry.

Configuration

Configuration now creates a Condo table that is consistent with current standards. All of the text fields now allow nulls.

Hyperlink Administrator

Previously did not close correctly in certain invalid or error situations. The Add Hyperlinks, Delete Hyperlinks, and Delete All command buttons also enabled at incorrect times resulting in possible errors.

Previously the feature would only flash after being clicked. Now the feature flashes and then appears selected.


Parcel Builder MapPlotter Changes

Revised to correct an error that occurred when batch plotting pages from a stand-alone page index (not in a dataset).

Version Number

You can verify the installed Parcel Builder version and patch number by viewing the "About Parcel Builder..." boxes in each component. Parcel Builder MapEditor / MapPlotter will indicate Version 3 - Patch 1. In Parcel Builder Administrator, this Patch is referred to as Version 3.1.x. Parcel Builder MapViewer has not been changed with this patch, so it will continue to display "Parcel Builder Version 3".
